I think that this statement is somewhat valid. I agree that an "era of good feelings" was created by Monroe's election because the disappearance of Federalists enabled republicans to govern in a spirit of seemingly nonpartisan harmony, and this balanced the national unity, as peace in the world allowed the US to not focus on foreign matters. However, there were still many issues brewing beneath the surface, especially in relation to the economy, as in the Panic of 1819, and slavery. These sectional differences began to arise in Monroe's second term and came to a head in the Missouri Compromise.

Hamilton is arguing that the federal government does have the power to establish a national bank because it has sovereign power, and denying this would be like saying the state governments have no power because their power doesn't extend to every case.
