- Starts as an IDEA (anyone in congress) -Goes to committee (Hearings and markups) -Goes to first chamber (sometimes introduced to both at the same time to speed up process) -repeat same process in other chamber -Goes to conference committee to hash out differences with each chambers bill -Once they compromise they go back to each chamber for a vote -President signs BECOMES A LAW

-A practice ONLY in the senate---> Unlimited debate---> because senate has less rules -Minority party stalls -to end ---> Cloture---> needs 2/3 or 66% If not Nuclear option ---> change the rules to make it so you only need 51% VOTES to make it easier

A legislated legal limit on the national debt. Limit to the amount that can be borrowed
