Some people recoil at the thought of trying to place dollar values on costs and benefits of such things as cleaning up the environment or preventing its further deterioration. The concept of substitutability is key to understanding why most economists are willing to apply such a framework in decision-making. These questions go beyond factual science and raise issues of policy objectives and involves questions of what should be. Examples: How rapidly should we depleting our non-renewable resources such as oil and natural gas? Should public policies be directed at reducing greenhouse gas emissions, etc? If the world economy is indeed prone toward overshoot and collapse, what specific institutional changes should we pursue to correct problem?
