National Security Council

An agency in the Executive Office of the President that advises the president on national security

State of the Union

An annual speech in which the president addresses Congress to report on the condition of the country and recommend policies.

EOP agency that helps the President prepare annual budget proposal and evaluates budget priorities and effectiveness of federal agencies (oversight)

debt ceiling

a limit on the total amount of money the federal government can legally borrow

signing statement

a presidential document that reveals what the president thinks of a new law and how it ought to be enforced

executive order

a rule or order issued by the president to an executive branch of the government and having the force of law.

Congressional Budget and Impoundment Control Act

modified the role of Congress in the federal budgetary process. It created standing budget committees in both the House and the Senate, established the Congressional Budget Office, and moved the beginning of the fiscal year from July 1 to October 1.
