PMP Exam Prep Chapter 3
Project management process
"Initiating, Planning, Executing, Monitoring and Controlling, and Closing"
What is a project management information system (PMIS)?
A method to gather, integrate, and disseminate information about what and how the project is doing
A manager and the head of engineering discuss a change to a major work package. After the meeting, the manager contacts you and tells you to complete the paperwork to make the change. This is an example of:
A project expediter position
Two years ago, a project was chartered to develop a customized software package for the marketing department. The new software was well received. It was determined that a new hardware installation would provide even more benefit. This work was added to the software development project. Subsequently, other departments requested similar software and hardware upgrades. This project team has proven to be effective, and the work was added. Which of the following statements best describes the rule that has been ignored when a project which was originally scheduled for completion in six months has been ongoing for two years?
A project is something that is temporary.
Which of the following statements BEST describes the rule that has been ignored when a project which was originally scheduled for completion in six months has been ongoing for two years?
A project is something that is temporary.
The software development project has progressed according to plan. The team is very enthusiastic about the product they have created. Now they are looking ahead to finding new projects to work on. You caution them that the current project cannot be considered complete until after the closing process group. Closure includes all the following except: A. Determining performance B. Turning over the product of the project C. Documenting the degree to which each project phase was properly closed after its completion D. Updating the company's organization process assets
A. Determining performance
Which of the following factors is not considered to be a project constraint?
Acceptance
The sponsor assigns you to be the project manager of a project that crosses functional lines and is designed to operate at 6 sigma levels. The sponsor has given you cost and schedule requirements. Which of the following would NOT be an appropriate action on your part?
Accepting the requirements
As a project manager, you have had to develop skills to help you successfully plan and manage projects. Which skills would best help you encourage project teams to reach levels of high cooperation and achievement, promote a positive relationship with sellers on a project, and involve stakeholders appropriately through all aspects of the project?
Active listening, negotiating, and political awareness
Your project is one of several in a program. At a program-level meeting, you learn information regarding the solution that another project is implementing. You believe you've identified some problems with the proposed solution. This is especially concerning to you because your project has dependencies on this other projects solution. You approach the project manager for this other project and share your concerns. The other project manager thanks you for your input, but you eventually discover he proceeded with the solution as planned. What should you do?
Add the other project's deliverables to your risk register.
The previous project manager for your project managed it without much project organization. There is a lack of management control and no clearly defined project deliverables. Which of the following would be the best choice for getting your project better organized?
Adopt a life cycle approach to the project.
Who of the following is always a stakeholder?
An assembly line worker who will use the product of the project
Which of the following is the most appropriate thing to do in the closing process group?
Archive project documents.
Phase Gate
At the end of each phase, an event called a phase gate may take place. A phase gate involves analyzing the results of the completed phase by comparing the results of the phase with the business documents, the project charter, and the project management plan. *Large change-driven projects may also be broken into phases and then into smaller releases and iterations within those phases.
The main focuses of managing a project include identifying requirements, establishing clear and achievable objectives, and:
Balancing competing demands for scope, schedule, cost, etc.
Your manager approves the project charter and asks you to begin working immediately and to provide her with a schedule. What should you do FIRST?
Begin creating a project scope statement.
Your organization has spent the past several months defining the business case for a new project. There was much controversy surrounding the decision to proceed with this work, as it represents a major financial investment and is considered by some to be too risky for the potential business value. Since the project's inception, your sponsor has been one of its strongest supporters. Once the business case is accepted, she approves the project charter and asks you to begin working immediately and to provide her with a schedule. What should you do first?
Begin creating a project scope statement. Notice that none of the choices include "Give her a schedule." First things first! The project scope statement and other planning activities must be completed before a schedule can be created.
A stakeholder complains that the project did not increase the department's knowledge of Java programming and that, therefore, the project is not complete. The customer has accepted the project. The project manager determines that all stated requirements and deliverables have been met. He does not find evidence that Java programming was a requirement. A review of project correspondence shows no mention of the deliverable. The project manager should:
Begin project closure.
You are considering creating a project management office (PMO) in your organization and have solicited the opinions of some of the senior managers. The first representative recommends the PMO should manage all projects in the organization. The second believes the PMO should handle large projects budgeted over a defined dollar amount. The third thinks a PMO should simply provide support to the department project managers. What should you do?
Begin the process of gaining authority and formal approval for implementing all three choices.
Change-Driven Project Life Cycle
Change-driven projects use iterative, incremental, or adaptive (agile) development life cycles, and have varying levels of early planning for scope, schedule, and cost. Incremental and iterative life cycles involve early planning of high-level scope sufficient enough to allow for preliminary estimates of time and cost. An incremental life cycle delivers a complete, usable portion of the product for each iteration. Adaptive development life cycles involve a fixed schedule as well as fixed costs. Customer requirements are documented and prioritized in a backlog. Work is planned in shot increments to allow the customer to change and re-prioritize requirements within the time and cost constraints.
All the following are responsibilities of resource (functional) managers except:
Clarify scope questions.
The project manager is making sure the product of the project has been completed according to the project management plan. What part of the project management process is he in?
Closing
Which of the following is not considered in project initiating?
Complete requirements
Which of the following is the most appropriate thing to do in project closing?
Confirm all the requirements in the project have been met.
The first phase of your project has come to an end. What is the most important thing to ensure is done before beginning the next phase?
Confirm that the phase has reached its objectives, and have its deliverable formally accepted.
What does the initiating process do?
Consists of those processes performed to define a new project or a new phase of an existing project by obtaining authorization to start the project or phase
Monitoring and Controlling Includes:
Control scope Control schedule Control cost Control Quality Control Resources Monitor Communications Monitor Risks Control Procurement Monitor Stakeholder Engagement
All of the following are part of the Close Project or Phase process EXCEPT:
Coordinating operations and maintenance activities.
To obtain support for the project throughout the performing organization, it's best if the project manager:
Correlates the need for the project to the organization's strategic plan
The project charter for a project was approved, and you have just been assigned as project manager. Realizing that project planning is an ongoing effort throughout the project, which processes are you most likely to combine?
Create WBS and Define Activities
A project manager in a predominantly hierarchical organization has been assigned a major project with aggressive timelines. The best approach for developing an initial project charter in this environment is to:
Create a project charter jointly with management for distribution to potential team members and stakeholders.
All of the following must be performed during project initiating EXCEPT:
Create a project scope statement.
The WBS and WBS dictionary have been completed and the project team has begun working on identifying risks. The sponsor contacts the project manager, requesting that the responsibility assignment matrix be issued. The project has a budget of $100,000 and is taking place in three countries using 14 human resources. There is little risk expected for the project, and the project manager has managed many projects similar to this one. What is the next thing to do?
Create an activity list
A project manager does not have much time to spend on planning before the mandatory start date arrives. He therefore wants to move through planning as effectively as possible. What advice would you offer?
Create an activity list before creating a network diagram

During initiating, you are focused on accomplishing a number of activities. Which of the following are you not concerned with at this time?
Creating a project scope statement
The project team has just completed the initial project schedule and budget. The next thing to do is to:
Determine communications requirements
All the following occur during the planning process group except?
Develop Project Charter
Meetings to discuss upcoming schedule dates, scope that is and is not included in the project, and process improvements are most likely to be held as a part of which process?
Direct and Manage Project Work

Tip for Exam
For the exam, understand that there is a project life cycle and a project management process. Read exam questions carefully to determine whether the project life cycle or project management process management process is being discussed. the project life cycle varies depending on the industry, the organization, and the type of product, service or result being developed. As the project manage, you work with the project management team and project governance to select the right approach for the project.
Which of the following is the most appropriate thing to do during the initiating process group?
Get familiar with the company culture and structure as they relate to the project.
You are about to call together 300 stakeholders from around the country to participate in a week-long planning session for your four-year bio-remediation device research project. The project sponsor stops you and suggests this is a waste of resources since there are many aspects of the later phases you know little about. You reply that:
He is right. You will use rolling wave planning, inviting only key stakeholders for the first two phases.
You are beginning a new project that will result in the relocation of your organization's corporate office and manufacturing facilities to another part of the country. The project has been attempted unsuccessfully several times in the past few years. Management is committed to making this work despite the issues that have caused past failures. Previous projects were cancelled because of "politics" (differing views and direction by key stakeholders on the project). This is an example of:

Initiating, Planning, Executing, Monitoring and Controlling, and Closing
Inputs and Outputs
Inputs and outputs are logical and should not requirement memorization if you have a good understanding of the actions involved in each of the knowledge area processes. - An input means: WHAT DO I NEED BEFORE I CAN.... - An output means: WHAT WILL I HAVE WHEN I AM DONE WITH..... OR, WHAT AM I TRYING TO ACHIEVE WHEN I AM DOING....
Which of the following is a characteristic of project management process?
Iterative
Which of the following best describes the role of the project management office (PMO)?
Its role can vary from an advisory capacity to full authority over projects.
High-level stakeholders in a medical supply company are having an intense discussion. The Director of Marketing sees a new opportunity, while another director thinks a new initiative is needed to fill a business need for the company. A third director sees a legal need the company must fulfill. These are all:
Justifications for initiating a project
At the start of the new project, a project manager spends time identifying organizational process assets that will be helpful in planning efforts. Organizational process assets may include all the following except:
Legal restrictions
You have finished the design phase of a mid-size jet airliner project. Before beginning the next phase, you hold a lessons learned meeting. A professional colleague suggests to you that this is a closing process and you should wait until the end of the project. You explain:
Lessons learned can be documented throughout the project.
At the start of the new project, a project manager spends time identifying constraints he must consider in planning efforts. Constraints are:
Limitations
Which of the following is the most appropriate thing to do during the planning process group?
Look for positive and negative interactions from and to other projects that could affect your project.
Which of the following is the most appropriate thing to do in the executing process group?
Manage communication channels.
Your customer has asked for a 2,000-call capacity for the new call center project. However, one of your company's technical experts believes a 3,000-call capacity can be reached. Another thinks that based on the technical needs of the customer, the capacity needs to be only 1,500 calls. What is the best thing to do?
Meet with the customer to better understand the reasons behind the 2,000-call capacity.
A project manager gets a call from a team member notifying him that there is a variance between the speed of a system on the project and the desired planned speed. The project manager is surprised because that performance measurement was not identified in planning. If the project manager then evaluates whether the variance warrants a response, he is in which part of the project management process?
Monitoring and Controlling
A team member notifies the project manager that the activities comprising a work package are no longer appropriate. It would be best for the project manager to be in what part of the project management process?

Monitoring and Controlling
In which process group does the closing of a procurement occur?
Monitoring and controlling
Your team is involved in the Validate Scope process. What process group is the project in?
Monitoring and controlling
Monitoring and Controlling Process Group
Monitoring and controlling are combined into one process group, but each has a different focus. Monitoring requires the project manager to focus their attention on how the project is progressing. Controlling requires evaluating hard data on how the project is conforming to the plan and taking action to address variances that are outside of acceptable limits by recommending changes to the way the work is being done, or possibly adjusting baselines to reflect more achievable outcomes. FOR THE EXAM ASSUME: -you have a formal project management plan that is realist and complete to the level appropriate for the project - you have plans already in place for how and when you will measure schedule, cost, and scope performance against the performance measurement baseline -you are accountable for meeting the performance measure baseline - you also measure against the other metrics included int he project management plan to see how the project is performing - you take action to correct any variances that warrant action - any deviations from the plan should be made up, that than requesting a change to the project to accommodate them, submitting a change request should be the very last resort and only used if there is no other way to make up the deviation.
As a project manager, you have had to develop skills to help plan and manage projects successfully. Which skills would best help you encourage project teams to reach levels of high cooperation and achievement, promote a positive relationship with sellers on a project, and involve stakeholders appropriately through all aspects of the project?
Networking, communication models, and SWOT
Consideration of ongoing operations and maintenance is crucially important to products of projects. Ongoing operations and maintenance should:
Not be viewed as part of a project
The project is in planning when three stakeholders come to the project manager asking for information on the company's new project management methodology. The stakeholders want to know where it came from and why it is different from the way projects are currently managed. These stakeholders are also friends of the project manager, and the entire group has worked together for years. The project is using new terms like "corrective action" that are making some stakeholders nervous, as they are unsure whether the way the project will be managed is going to change along with new terms. What should the project manager do?
Notify the project management office (PMO).
A planning tool, which provides details of the work to accomplish, but also provides some preliminary description of the work to be done in later phases is called:

Owning responsibility rather than escalating in case of a project issue
Plan-driven project life cycle
Plan-driven projects have predictive development life cycles that require scope, schedule, and cost to be determined in detail early in the life of a project.
A project manager has received some help from the team and she needs help from them again so that she can create a detailed project budget. Which project management process group is she in?
Planning
In which project management process group is the detailed project budget created?

Planning
Your team is involved in the Perform Quantitative Risk Analysis process. In which process group is the project?
Planning
When it comes to changes the project manager's attention is best spent on:
Preventing unnecessary changes
Initiating Process Group - Things to know
Progressive Elaboration - The process of continually refining estimates and scope definitions and scope definition. Rolling Wave - The technique of rolling wave planning is a form of progressive elaboration. The earliest parts of the project are planned in sufficient detail for work to begin. Project Manager Assigned - You should notice in the previous information that the project manager is assigned early in the process. For the exam, assume you are involved this early in the project, and make sure you understand what is going on during initiating. Business Documents - Will influence how the project is planned, what changes are allowed, and how the project scope is defined. The business case and the benefits management plan are inputs to developing the charter. High Level planning may include creating a high level WBS (Work Breakdown structure), performing order of magnitude estimate, and doing high-level risk identification.
The ongoing definition of a project as more information becomes available to the team is called:
Progressive elaboration
The person who should be in control of the project during project planning is the:
Project Manager

Project sponsor
A person who has been working as a project expeditor for the past three years has just been named as project manager for a construction project in a neighboring state. The construction crew has worked together for a number of years. One of the project manager's responsibilities is to pursue all the historical risk information available, but he doesn't have enough time to access all available sources. The project manager should rely the least on which of these sources?
Project team knowledge
You are in the tenth month of a highly stressful eleven-month project. One morning as you pass the car of one of your technical team members in the parking lot, you see a suit jacket and tie hanging in the back seat. You walk by his desk, and he quickly stops a phone conversation. What kind of organization are you probably in?
Project-oriented Explanation - One of the challenges of managing projects in a project-oriented organization is that resources have "no home" after their project is completed, and thus may leave or begin looking for their next project opportunity before the current project is completed.

One morning as you pass the car of one of your technical team members in the parking lot, you see a suit jacket and tie hanging in the back seat. You walk by his desk and he quickly stops a phone conversation. What kind of organization are you probably in?
Projectized
A market demand, a business need, and a legal requirement are examples of:
Reasons projects are initiated
The two-year project involved several procurements. Many departments within the organization were stakeholders, and therefore the project manager spent a long time dealing with conflicting requirements before a final scope statement was created. As interim deliverables were produced, there was often controversy as to whether the deliverables fulfilled the requirements. Several change orders were approved through integrated change control, and implemented by the team. Eventually, the product was accepted by all stakeholder groups, and the project moved into closing. It is important to collect project records at the end of the project to:
Recall what happened on the project.
Which of the following is the most appropriate thing to do during the executing process group?
Recommend updates to the project management plan.
All the following are actions a project manager should do. However, which of the following could have the biggest impact on a project?

The project life cycle describes what you need to do to complete the work.
A new project manager is having difficulty creating a WBS with the team. To alleviate this situation, the project manager should ask for help from:
The project management office.
Project Management Process
The project management process is what you need to do to manage the work throughout the project life cycle. It includes managing the efforts related to initiating, planning, executing, monitoring and controlling, and closing the project.
Project Management Processes
The project manager determines whether the business case and the benefits management plan can be achieved and does some high level planning to verify that it is likely the project can be completed within the given constraints of scope, schedule, cost, etc. Stakeholders are identified, and stakeholder analysis is performed to assess each stakeholder's potential involvement and influence on the project. The project is formally authorized in project initiating when the sponsor signs the project charter and then the project moves from initiating to detailed planning where the project management plan is developed. When the project management plan includes the appropriate amount of detail for the project life cycle and development approach, it is approved by the sponsor. the project then moves into executing where the team completes the work according to the processes and procedures detailed in the project plan While the work is being done, the work results are fed into monitoring and controlling, to make sure the project is progressing according to the baselines established in the project management plan. The project closing phase is arranged at the end of the project.
Executing Process Group
The purpose of project executing is to complete the project work as defined in the project management plan to meet the project objectives and achieve the expected business value.
Project Life Cycle
The series of phases that a project passes through from its initiation to its closure. Project life cycles can be either plan driven or change driven.
To complete the project initiating processes, a project manager needs the project charter and:
The stakeholder register.
A complex aerospace engineering project is nearing completion. Because the work was highly technical and new to the organization, the product of the project was released two months later than planned. Despite the late delivery, management is appreciative of the effort expended and believes that this product will generate additional opportunities for the organization. Management also thinks that the experience of this team will provide great value for teams working on similar projects in the future. The sponsor requests that lessons learned be thoroughly documented. Lessons learned are best completed by:
The stakeholders

The team is not focused on completing the project.
Your company is expanding and needs to move its call center to a different facility on the other side of town. This move is a potential risk because not all call center operators will want to make the commute. Your company has assigned you to manage the move when you are called to an executive meeting in the CEO's office. They ask your opinion on upgrading the call center's computer hardware and software along with the moving project. You know that success in this project could significantly enhance your career. You tell them:
These are three separate projects. Combining projects with unrelated objectives could bring unnecessary risk.
Which statement about project deliverables is correct?
They are defined at project onset with the input of project stakeholders.
A project team is working on manufacturing a new product, but they are having difficulty creating a project charter. What is the best description of the real problem?
They are working on a process and not a project.

Your management team has decided that all orders will be treated as projects and that project managers will be used to update orders daily, to resolve issues, and to ensure the customer formally accepts the product within 30 days of completion. Revenue from the individual orders can vary from US $100 to US $150,000. The project manager will not be required to perform planning or provide documentation other than daily status. How would you define this situation?
This is a recurring process.
Procurement strategy and documents ( In the planning column)
This phrase refers to the documents such as he procurement statement of work, contract provisions, source selection criteria, and bid documents such as the request for proposal (RFP), request for quotation (RFQ), and request for information (RFI).
You signed an agreement with your client that the integration plan and other documents they provided would remain confidential. You needed these documents to complete the project. Another company contacts you because you're an expert in the field. They ask you for samples of integration plans, which they want to include in a book they are writing. An advisor to a new project manager tells the project manager to compile lessons learned at the end of a project. What is included in lessons learned?
Variances and their causes
Closing Process Group
Were the project is finished. the closing effort includes administrative activities such as collecting and finalizing all the paperwork needed to complete the project, and technical work to confirm that the final product of the project is acceptable. For the exam remember: Historical information is collected throughout the project, but it is during project closing that the final version of the lessons learned are compiled and archived in the lessons learned repository. Project closings involves a concerted effort to index all flies, letters, correspondence, and other records for the project into an organized archive that is stored for use on future projects. Project mangers also consider completing the final project performance report and holding an end of the project celebration to be unimportant. Measuring customer satisfaction is another important part of project closing.
A detailed project schedule can be created only after creating the:
Work breakdown structure
Which of the following best describes the role of the project manager during project executing?
Work to the project management plan.
Planning Process Group
entails walking through the project using a consistent process, iterating your plans, and getting the project organized in sufficient detail before actually doing the work to produce the product of the project. In project planning, the project manager and the team perform a detailed analysis of whether the objectives in the project charter and the expected business benefits can be achieved. Project planning is iterative, each planning process may use the results of the previous processes, and each process may affect or cause changes to the previous processes.
