Why did the Germans resort to unrestricted submarine warfare?
Germany wanted to break the deadlock in the war where the British kept war materials and other goods from reaching Germany by a naval blockade. The German blockade of Britain could only be effective if they went after passengers and other ships.
Why did military leaders seek to expand the conflict?
Germany was encouraged by their success against Russia. Germany and Austria-Hungary joined Bulgaria in September 1915. Attacked and eliminated Serbia from the war. The successes in the east would enable the German troops to move back to the offensive in the West.

Yes I do agree with H.G. Wells because he is speaking the truth no matter what kind of weapon that anybody has nothing will stop anybody that wants to go to war but that doesn't mean that the person with the best type of weapons is going to lose.
