Why can't a white conductor be used as the return conductor from a switch, 200.7(C)(1)?

The white conductor is used as the supply so that a black, red, etc. color can be used as the return. That way, the electrician has a black and white wire to connect to the luminaire.

For NM cable 200.7(C)(1) permits the white or gray conductor to be used for single-pole, 3-way, or 4-way switch loops. It must be permanently reidentified, at its terminations and anywhere that it's visible. The reidentified conductor is to be the supply (feed, hot, hot leg, supply leg) to the switch but not the return (switch leg or switched leg).
