Identifying criteria that are important to a project depends upon the project and the input of the stakeholders. Two examples of criteria include cost (a dollar amount for the project, including purchasing and implementation) and time (the length of time involved in completing the project from start to finish).

One of the most important skills of a project manager (as stated in the AHIMA Webinar) is the ability to motivate people to get a task done, even when they don't work directly for you. PMs have to have the ability and skills required to motivate others. The PM can't do all of the work herself.

Problems are probably the most common driver of the project selection process. A problem occurs (e.g., an emergency situation with no established protocols) and as a result, management determines that a project should be implemented to rectify the problem (establishing emergency protocols and procedures). Opportunities drive the project selection process when an employee recognizes room for growth. Perhaps they have a friend who would make a good employee, but there is no corporate employee referral program in place. This provides an opportunity for a project. Directives drive project selection because they are required. A CMS directive to implement a new procedure will require a hospital or other healthcare organization to develop a project so as to remain in compliance.
