Hamilton's Report on the Public Credit

- Hamilton recommended payment of both the principal and interest of the public debt - assumption of state debts incurred during the american revolution - the assumption bill was defeated initially, but Hamilton rescued it by an alleged bargain with Jefferson and Madison for the locale of the national capital - both the funding and assumption measures became law in 1791 substantially as Hamilton had proposed them

Judiciary Act of 1789

- In 1789 Congress passed this Act which created the federal-court system -The act managed to quiet popular apprehensions by establishing in each state a federal district court that operated according to local procedures. - created the Supreme Court and a lower federal court system

a group selected by the states to elect the president and the vice-president, in which each state's number of electors is equal to the number of its senators and representatives in congress

High Federalists

a term used to describe Alexander Hamilton and some of his less-moderate supporters. they wanted naval war with France to continue and also wanted to severely limit the rights of an opposition party.

"Three Fifths Plan"

compromise between northern and southern states at the constitutional convention that three-fifths of the slave population would be counted for determining direct taxation and representation in the house of representatives.

The Federalist

- The Federalist party was the starting point of the movement to draft and later ratify the new Constitution It urged for a stronger national government to take shape after 1781 - Its leaders included Alexander Hamilton, John Jay, James Madison, and George Washington - Under Hamilton, the Federalists solved the problem of revolutionary debt, created Jay's Treaty and also the Alien and Sedition Acts.

Jay's Treaty (1794)

- Treaty negotiated by John Jay in 1794 establishing American sovereignty over the entire Northwest and producing a satisfactory commercial relationship with Britain.

Pickney Treaty (1795)

- Treaty negotiated by Thomas Pinckney - Spain recognized the right of Americans to navigate the Mississippi and use the New Orleans port - Spain also agreed to fix the northern boundary of Florida along the 31st parallel and prevent Indians from launching raids across the border into the U.S.

Genet Affair

- event where a french diplomat came to United States and started spreading ideas of war with Britain - he started issuing french army commission to American Citizens and outfitting ships in american ports that would attack British ships which upset George Washington

John Jay

- important role in the establishment of the new government under the Constitution - one of the authors of The Federalist Papers - involved in the drafting of the Constitution - first Chief Justice of the Supreme Court.

Anti Federalist

- opposed to a strong central government - saw undemocratic tendencies in the constitution and insisted on the inclusion of the bill of rights - key people: Thomas Jefferson, James Monroe, and Patrick Henry.

New Jersey Plan

- opposite of the Virginia plan - it proposed a single-chamber congress in which each state had one vote - created a conflict with representation between bigger states, who wanted control befitting their population, and smaller states, who didn't want to be bullied by larger states.

Bill of Rights

- the first ten amendments of the U.S. Constitution, containing a list of individual rights and liberties, such as freedom of speech, religion, and the press.

Implied Powers

- those delegated powers of the national government that are suggested by the expressed powers set out in the constitution - powers derived from the enumerated powers and the necessary and proper clause - these powers are not stated specifically but are considered to be reasonably implied through the exercise of delegated powers
