When given a graph, how will you tell the difference between linear and nonlinear?

Linear means a straight line, nonlinear is NOT a straight line.

When given ordered pairs (x, y) or a set of data with x and y values, how will you tell if the data is linear?

Linear means a straight line, so the slope is constant. I can use my slope formula (y2-y1)/(x2-x1) to see which set of data has a constant slope. The data with a constant slope will be linear.
