The mass decreased because the cap of the syringe held more mass compared to the tube because the tube is most likely hollow while the cap was a solid filled in.

It would be able to charge the neutral object because some of its charges would Stick to the object and charge it. The object must be in contact with each other for the charged object to give charges to the neutral. The 1st object becomes less charged after it is contact with the neutral object.

Its a region of charged particles located around a charged object. When electric fields of 2 different objects interact, they exert a force - either repulsion or attraction. The electric field is always present around a charged object but there has to be 2 object for there to be a force.

The balloon is positively charged and the wall is negatively charged so they will attract to each other. The reason that they attract is because the balloon is negative (charged) and the wall is neutral.
