What does the 23rd Amendment do?

Why was the 23rd Amendment passed?

- In the 1800s, when the District of Columbia first became a territory, there were only 5,000 residents. - Since it wasn't considered a state, these 5,000 people didn't have the right to vote in the general election. D.C. was still required to pay federal taxes and be drafted in the military - Although Washington D.C. isn't a state, the 23rd amendment treats it like it is for the Electoral College.
