To do a complete job, you must be able to document every action you have taken, all of the web components you have constructed, and how the client will use them. Writing technical instructions and comments has become a sophisticated and frequently well-paying professional position. Some people just don't find it very exciting to rehash and break down every single little detail of something that happened and would rather pay someone else to do it. Furthermore, writing instructions in clear and concise language is both a skill and art.
