- Elements bond by getting rid of valence electrons, to get to 0 valence electrons, while non-metals steal or share electrons to get 8 valence electrons. - Valence electrons are the controlling factors for the physical and chemical properties of the atoms.

- called noble gases b/c unlikely to react with other elements - makes them stable, unlikely to react with other elements
