Why would slave states want all their slaves counted?

It is called this because for every five slaves, three were added to the population count.
Why did the North propose the compromise?
They proposed it because they believed it would be fair, because for every 5 slaves, 3 would be counted, so the slave states did not have the majority of the representation, and still had to pay state tax for those slaves.
Why were slave states also hesitant about wanting all of their slaves counted?
This is because if all of their slaves were counted, they would have to pay a large amount of state tax.
Why would other states against slavery feel that it would not be fair for all slaves to be counted?
This is because slave states could take advantage of owning many slaves, and then using those multiple slaves to get a larger representation in the House of Representatives.
