- Northerners wanted the slave trade abolished in Washington, DC. - Southerners wanted northerners to catch people who escaped from slavery. - CA was wanting admission as a free state. Southern leaders threatened to secede from the nation if CA was admitted to the union as a free state because it would upset the balance between free/slave states.

- Popular sovereignty would be used to decide the question of slavery in the rest of the Mexican Cession - People in the states that were created from this territory would vote whether to be a free state or a slave state when they requested admission to the Union

Controversy over the Wilmot Proviso led to the rise of a new political party. Party was called the Free-Soil Party. It was made up of antislavery Whigs and Democrats.
What was the Wilmot Proviso?
David Wilmot (PA) proposed Congress ban slavery in all territory that might become part of the U.S. as a result of the Mexican-American War. It never became law but caused great concern in the South. Many viewed it as an attack on slavery by the North.

Henry Clay stepped forward with a plan to end this crisis. (he had been nicknamed the Great Compromise for working out the Missouri Compromise) John Calhoun was against compromising. Daniel Webster was in support of Clay and called for an end to this as it was dividing the nation. He said he wanted to preserve the Union.
