The reason is that just because the project manager thinks this is a good piece of functionality doesn't mean that he should automatically add it. The customer should have input into this decision as well. Choice 'D' might be correct in limited circumstances if you knew that you were at or near the end of the project, but changes on a project rarely require the automatic initiation of a new project.
