How does one create civil nationalism

rule of law A. process and procedure for creating and distributing public goods is written down B. it is difficult to change the constitution so that majority of the people agree to the change and accept change C. since it is written down, everyone can access it and knows how the system works, so they can attempt to make it work for them No individual will identify with anything they don't understand or changes easily 2) national self determination - gov is not controlled or influenced by another country.
