How do I process a CAC for a Retiree Recall?

Common Access Cards (CAC) is issued on the Reserve Retired Segment in the Defense Enrollment Eligibility Records System (DEERS). For members in Retired Reserve (RET RES), a condition is just added for activation based upon the order. For member collecting retired pay, retied segment is ended; a new Active Duty (AD) segment is created based upon the orders. All cards should now read Army only.

What requirements must be met in order to meet eligibility for Abused Dependents?

All dependents must meet the eligibility requirements in the Air Force Instruction 36-3026_IP (AFI) Chapter 5, 5.1 i.e. to obtain transitional compensation. Does a Certificate of Live Birth Expire?

Certificates of Birth do not expire and there is nothing in policy that states that Certificates of Birth are only valid for 30 days. The Air Force Instruction (AFI), Chapter 4.3 page 62 states, "enrollment of a newborn should be accomplished as soon as practical and within 30 days of birth". It is the Sponsor's responsibility and requirements in Chapter 8, 8.1 of updating DEERS within 30 days of any family member addition or changes. A Certificate of Live Birth is a vital record that documents the birth of a child for 30 days, a Birth Certificate is then required at ANY age.

Can a child born during marriage which is not the Sponsor's child be added as a step-child after the divorce?

Children born during the marriage which are not the Sponsor's biological child will require a dependency determination or a DNA in the Divorce decree. The Army cannot change that child to a step child. The Project Office will have to request the change to the record at DMDC and the child will be changed to stepchild once all proof of documents are provided and signed by a judge.

No, Absent without Leave (AWOL) Soldiers who are enrolled in DEERS/RAPIDS are not eligible for benefits and entitlements until they are returned to duty. Once the Soldier is returned and present for duty (PDY) the Human Resources (HR) system of record, the data will update and restore benefits eligibility to Soldier and family. This requires the soldier to have a DA Form 4187 returning them to duty.

Can I have more than one Common Access Card (CAC) registered with Army Knowledge Online (AKO)?

No, Army Knowledge Online (AKO) only allows one CAC Card to be registered at a time. One option for the card-holder is to terminate the Military CAC and then add the Contractor card. This can be reversed at a later date. Two CAC Cards can be issued if the member is Reserve and wither DOD Civilian, DOD Contractor, or Non-Appropriated Funds Employee, however only one CAC Card can be activated at any given time with full certifications and AKO access.

Can a student attending two colleges be combined to make a full-time student status?

No, Per Air Force Instruction (AFI) 36-3026_IP two colleges cannot be combined to make a full time student status. A statement from one college stating full time student enrollment, otherwise the student does not qualify for benefits in DEERS.

Is a Chip-less CAC Card for general use?

No, it is not for general issue. This CAC is used in the AOR for emergency purposes. For use when the DEERS connection is not available, required to assist personnel leaving country, or to give someone (Soldier, Contractor, DOD CIV deployed) a temporary card for identification only just to cover them until they can get a regular CAC Card.

Are notarized documents accepted as "certified" photocopies?

Notaries are not accepted with the exception of the VAP because all a notary does is verify signatures, not certify authenticity and that is what is required. Notarized is accepted as "certified" photocopies. In Air Force Instruction (AFI) Para 2.4.1 says "marriage certificates, divorce decrees, and birth certificates must be certified originals, court certified copies, or certified photocopies that reflect the file number". Para 2.4.1.1 states If the Verifying Official (VO) views a social security card, letter from the Social Security Administration or other official document that states the number is a SSN when entering the family member. Attachment 5, note 7, line 5 it states "copies are permissible".

When can Dependents of Reserve Component members going on Active Duty receive ID cards?

Reserve and National Guard dependents will be issued ID cards up to 14 days prior to the sponsor's active duty reporting date. If the active duty condition is not listed in Defense Enrollment Eligibility Records System (DEERS), update RAPIDS to reflect this condition based on the sponsors orders. "The critical piece is to leave the Contingency Operation at the default value (do not make any changes from what is listed automatically by DEERS) that the Contingency update Operation and leave it as it is because "other" is the form of Contingency and will stop the system from updating with the correct Contingency information.

Retired Department of the Army Civilian will be issued a hard plastic chinless card once the CPMS load the retirement file. The card allows the retiree to qualify for limited installation access and MWR facilities. The Common Access Card (CAC) reflects the Soldier's separation date. The next day the card is expired but not turned in. Soldiers separated overseas that do not have a passport must use the CAC to return to the United States. As military members they are not required to have a passport when assigned in a foreign country. DoD rules in the Foreign Clearance Guide only require Military ID and orders to enter and reside in a foreign country in most cases. Reference Chapter 12, Air Force Instruction (AFI) 36-3026_IP 17 June 2009 requires military members to turn in their CAC when they are retired or discharged. What Does a Super Verifying Official (SVO) Do?

The Super Verifying Official (SVO) is usually a Verifying Official who has been assigned the role of SVO by the Site Security Manager (SSM). The SVO performs all the duties of a Verifying Official (VO) and the following tasks: Adds and maintains site-specific information such as the site address and remarks data that is used to produce the DD Form 1172. Generates reports that summarize the activities of the subordinate users, including all types of transactions and ID card types produced. This varies, some states and territories do not require acknowledgement of paternity forms be notarized. Local legal office (SJA) can provide the Soldier with a separate acknowledgment of paternity, notarized affidavit, signed by the Soldier and the legal personnel.

Yes, Active Guard Reserve Soldiers are required to be placed on Reserve on Active Duty Status in DEERS for the initial reporting date. The length of the order for the first term is 3 years. This will be the end date for the Active Duty (AD) segment. The exception that cannot be changed is for an Active Guard Reserve (AGR) member who is deployed. Their record should not be touched

Are college and Graduate Students eligible for an ID card during Breaks?

Yes, Chapter 4 in the AFI (page 64 & 65, Table 4.4) "Summer Break and Graduate Students "states: Summer Break: "Students who were enrolled as a full time student for the semester or session immediately before the break may be eligible for an ID card during break if they are accepted or enrolled immediately after the break". For Graduate Students: "Issue a temporary ID card not to exceed the 30th day of the month of enrollment as an expiration date to allow students to complete enrollment procedures at the college or university in a graduate study program or a 4 year degree program". As long as student proves he/she was enrolled this previous semester and presents a letter of acceptance, an ID card may be issued to make certain there is no lapse in coverage; it is only for a few more months until he/she turns 23. If registrar office is unavailable, student may go to National Student Clearinghouse for a print out of student verification status.

Can someone have more than one Common Access Card (CAC)

Yes, a person can have multiple Common Access Cards (CAC) but only one of them can have full certificate and email functionality at a time. Possession of a duplicate CAC or ID card in the same category is prohibited. Army Knowledge Online (AKO) does not accept more than one registered and used CAC.

Can a retired Department of the Army Civilian obtain a chip less Common Access Card?

Yes, retiree's must bring in a copy of the SF-50 from their Human Resources Department if they are employed. The Verifying Official (VO) should load the information into Defense Enrollment Eligibility Reporting System (DEERS) system and issue them an ID card. If the employee is not in as retired in the system then they will not get the ID card until the servicing personnel office updates their record. VO's will not issue the ID card by doing their record manually.
