To be balkanized means for a location to be unstable because of the inhabitation of several ethnicities in conflict. Balkanization is the process by which a country breaks down due to ethnic conflicts.

Describe Rwandan Genocide.
When Rwanda was independent in 1962, Hutus gained power began ethnic cleansing & genocide of the Tutsis. During a civil war, both ethnic groups attacked each other with genocides. A peace agreement failed after a plane carrying 2 Hutus presidents was shot down in 1994. After that assassination, the Hutus launched a genocide against the Tutsis that resulted in a total estimation of 1.1 million deaths.
