Churchill had sent a message to Roosevelt asking for aid.would allow him to give arms/war material to any nation deemed central to protection of the US, placed no limits on quantities which could be shipped, allowed friendly belligerents to use American ports

Neutrality act 1939
Response to Germany's invasion of Poland.Roosevelt persuaded Congress in special session to allow US to aid European democracies in a limited way. Could sell weapons to European democracies strictly on "cash and carry". Also authorized to proclaim danger zones which US ships and citizens could not enter

forbade U.S. citizens to travel on ocean-going vessels of nations at war. Allowed President to draw up list of non-military goods, grain U.S. could sell to belligerent nations. Sold goods strictly on "cash and carry Nations had to pay cash and transport goods on their own ships
