At least nine states must ratify the Constitution for it to be established.
Do you see cause for state-central government conflict in this article? How?
Maybe the state governments don't have as much power as the central government and the people might not feel that they are being accurately represented by their state government, or their needs aren't being responded to sufficiently.
What is the supreme law of the land?
The Constitution, its laws, and its treaties made under the US government are the Law of the Land and must be abided to by all judges of the supreme court--no exceptions.
