Vessel to vessel activity

Any activity not related to a facility that involves the transfer of goods, such as bunkering, lightering, etc, or the transfer of persons from one vessel to another

Contracting Governments

Any government of a nation that is signatory to SOLAS responsible for providing guidance for protection from security incidents, setting maritime security levels and approving training courses and training providers. required in US to issue credentials based on student-issued course certificate

Vessel

Any water transport required to comply with the ISPS code including passenger vessels cargo vessels of 500 gross tonnage or more and mobile off shore drilling units (MODU's)

CSR

Continuous Synopsis Record an onboard record of the history of the vessel, containing all names used by the vessel, nations with which it has been registered, identification numbers and registered owners

NMSP

National Maritime Security Programme brings together the UK's existing maritime security regime and the various international and European initiatives to provide a comprehensive protective security regime for UK vessels and ports

NVIC

Security Drill

Company

any person or entity that owns and operates a facility or vessel

Secure Area

area over which the ownder or operator has implemented security measures for access control in accordance with their security plan

unescorted access

authorized ability to enter a secure area of a facility of vessel without physical accompaniment or monitoring

Vessel to port interface

interaction involves the movement of people, goods or provisions port services to or from the vessel

Vessel to Facility Interface

interaction that involves the movement of people goods or provision of facility services to or from the vessel

A structure or facility of any kind located in, on, under or adjacent to any waters subject to the jurisdiction of a Contracting Goveernment, including anchorages, berths, and approaches from seaward that is used operated or maintained by a public or private entity including any contiguous or adjoining property under common ownership or operation

Security Sweep

A walkthrough to visually inspect unrestricted areas to identify unattended packages briefcases or luggage and determine that all restricted areas are secure

CSO

Company Security Officer Person designated by the company for ensuring that a VSA is carried out and that a VSP is developed submitted for approval and thereafter implemented and maintained CSO acts as a liaison with FSO and VSO Company may designate more than one CSO and for the same person may serve as CSO for more than one vessel provided it is clearly identified for which vessels each CSO is responsible

Container Security Initiative An activity undertaken to implement the SAFE port act and allows US Customs and Border Protection (CBP), working with host government customs services, to screen high-risk maritime containerized cargo at foreign seaports before they are loaded on board vessels destined for US

C-TPAT

Customs-Trade Partnership Against Terrorism a voluntary government-business initiative to build cooperative relationships that strengthen and improve overall international supply chain and US border security

DoS

Declaration of Security an agreement executed between the VSO and FSO or between two VSOs in the case of a vessel-to-vessel interface that provides a mean ensuring that all shared security concerns are properly addressed. The DoS remains in place throughout the time a vessel is moored to a facility or for the duration of the vessel to vessel interface

Facility Security Assessment A written document based on the collection of background information the completion of an on-scene survey and an analysis of that information evaluates vulnerabilities of and potential physical threats to a facility

FSO

Facility security officer person responsible for development, implementation, revision and maintenance of the FSP and for liaison with the VSO and CSO the same person may serve as FSO for more than one facility, provided the facilities are in the same Captain of the Port zone are not more than 50 miles apart and are clearly identified in the FSP

FSP

Facility security plan plan developed to ensure application of measures designed to protect the facility and vessels, persons, cargo, cargo transport units and vessel's stores within the facility from the risks of a security incident Each facility must develop and maintain a FSP adequate for the vessel-to-port interface

Master of the Vessel

Holder of a valid license that authorizes that individual to serve as Master, operator, or person in charge of a rated vessel. The master has complete and overriding authority safety and security of the vessel and its crew

action taken by a small craft where a sudden and definite change in course towards the vessel has occurred that cannot be accounted for as normal activity

Hijack

an Illegal boarding is where pirates have boarded and taken control of a vessel against the crew's will

Piracy attack

an illegal act where a vessel has been subjected to an aggressive approach by a pirate craft and weapons have been discharged

Survey

an on-scene examination and evaluation of the physical characteristics of a vessel or facility and its security systems processes, procedures and personnel

Designated Authority

an organization or administration identified within the contracting Government as responsible for ensuring the implementation of the ISPS code, pertaining to facility security and vessel to port interface from the point of view of the facility COAST Guard is responsible for the establishment and enforcement of security standards on waterways, vessels, and facilities

C-TPAT offers
