interaction involves the movement of people, goods or provisions port services to or from the vessel

Vessel to Facility Interface

interaction that involves the movement of people goods or provision of facility services to or from the vessel

DoS

Declaration of Security an agreement executed between the VSO and FSO or between two VSOs in the case of a vessel-to-vessel interface that provides a mean ensuring that all shared security concerns are properly addressed. The DoS remains in place throughout the time a vessel is moored to a facility or for the duration of the vessel to vessel interface

FSP

Facility security plan plan developed to ensure application of measures designed to protect the facility and vessels, persons, cargo, cargo transport units and vessel's stores within the facility from the risks of a security incident Each facility must develop and maintain a FSP adequate for the vessel-to-port interface

Master of the Vessel

Holder of a valid license that authorizes that individual to serve as Master, operator, or person in charge of a rated vessel. The master has complete and overriding authority safety and security of the vessel and its crew

Survey

an on-scene examination and evaluation of the physical characteristics of a vessel or facility and its security systems processes, procedures and personnel

Designated Authority

an organization or administration identified within the contracting Government as responsible for ensuring the implementation of the ISPS code, pertaining to facility security and vessel to port interface from the point of view of the facility COAST Guard is responsible for the establishment and enforcement of security standards on waterways, vessels, and facilities
