How can the national goverment use categorical grants, blocks grants, and federal mandates to influence state policies?

A categorical grant is used for a specific purpose, or category, for state or local spending. (Ex: natural disaster, airport building, crime fighting) that depends on state's population. Block Grants are given for general purposes that the states can use as they see fit (welfare, public health). Federal mandates are demands on states to carry out certain policies as a condition to receiving grant money. Provide state with needed funds but with strings attached.

Difference between categorical grants and block grants.

Block Grants are designated for general projects that require major funding. Categorical grants provide targeted funding for specific projects.
