The first federal excise tax, which congress placed on whiskey, caused many problem. Many western farmers raised large amounts of corn because the corn was too bulky to be transported to markets on the eastern seaboard, they used it to make whiskey, which they depended on for a large part of their income. President Washington decided to meet the rebellion with a show of force and led 15,000 troops to put down the uprising.
