Hotfix addresses ONE specific problem, identified with a number that's preceded by KB. A service pack is a set of patchs that are all related. A service pack includes all the hotfixes that have been released to date and other system enhancements. Identified with an SP number.

What should you do if you need to install service pack 2 but haven't yet installed service pack 1?

In older versions such as Windows XP you could install SP2 and be up to date. Windows Vista and newer you must install the SP1 before SP2.
