Under De Facto Segregation. The federal government demanded that the state of MA would desegregate their schools. Black children and white children attended the same public schools. As a result, white parents enrolled their children in public schools or simply moved out of the city and into the suburbs. It is not 70-90% minority students who attend that school after the white people moved out.

Jim Crow laws

Under De Jure Segregation. They established separate drinking fountains, waiting areas, and public schools. They were later ruled unconstitutional by the Supreme Court-minority schools are significantly poorer than dominant schools. Plus there was nothing in the Constitution supporting segregation
