It depends on the polyatomic ion. Usually on a very electronegative atom. Sometimes the charge is not located only to one atom but to more atoms because of resonance.
How do the names for SO2 and SO3 differ?
SO2 is sulfur dioxide, meaning that there are 2 oxygen atoms in a molecule. SO3 is sulfur trioxide, meaning that there are 3 oxygen atoms in a molecule.

What do resonance structures represent?
They represent Lewis structures that we don't know how to draw precisely, but they roughly mean that one of the electrons on the bond is neither one atom's nor the other's. It is an estimate.
