OPEN FACE- because the public are aware of decisions being made and in some cases may even be allowed to vote in the process for example: the scottish referendum voting on whether to stay in the UK in 2014.

The process of a law passing - government proposes to introduce a new law - they produce a bill which is debated - discussed in the media may attract the attention of pressure groups - bill may pass through the decision making process and become a law

This source of power can be described as the ability to influence behaviours of others, usual;ly through rewards or punishment. This implies having "power over" other people. This is different from authority: which operates through the right to do so. Legitimacy helps us understand the differences between these two factors and is therefore crucial for distinction.

describe non decision making power

it is the opposite to Lukes first face of power. May include that power to set the agenda of what is being discussed, or more importantly, what will not be discussed. this source of power is about preventing certain decisions from being made or limiting choices. it is excercied behind closed doors which is why it is known as the 'secretive face'

Disadvantage of non decision making power

politicians are elected, often make decisions in favour of themselves rather than the people they are representing.

this can create false consciousness as the working class will be convinced that what the ruling class want is actually what they want too

During a period of conservative ruling from 1979-1997 the issue of devolution wasn't allowed to be discussed in main parliament because the conservatives were opposed to it.

- public is made to feel part of the process - allows public to have more trust in politicians - believe that their voices are being heard
