On 19 February, 1731 the Russian Empress Anne approved Abulkhair's request on getting Russian help (weapons) and protection against Dzhungars (fortresses construction) and signed a degree on Junior Zhuz's Kazakhs joining the Russian Empire as its citizens. So Russian authorities asked to become their people in return.
