They were reacting to the powerful federal system of the British Empire. The system had a few other problematic design features such as each state having one vote in the legislature this of course meant that people were not equally represented in Congress as some states were bigger than others. Another feature that would turn out to be helpful is that in order to make any changes to the Articles a unanimous decision must be reached
