The League of Nations was the association of nations to avoid future wars. Wilson was unhappy because the treaty changed all of his 14 points and he wanted everyone to be a part of it but Germany wasn't allowed to join, so the U.S. refused to join the League of Nations.

It wanted to punish Germany so Germany was not invited to the conference, had to take responsibility over the war, cut their military, pay war debts, give their colonies to the League of Nations, give back the land they won and couldn't join the League of Nations

To act as a blueprint for world peace, to be used for peace negotiatons after WW1, to generate momentum for ending the war, to generate support for Wilsons policy and vision of the post-war and most important to prevent war.
