Protects health insurance coverage for workers who change or lose their jobs.

Requires the HHS to establish national standards for electronic healthcare transactions and national identifies for providers, health plans and employers. It provides requirements about security and privacy of health data, and it also sets stringent penalties for violations against the HIPAA requirements.
