Banksy uses the streets to make political commentary on social status, wealth, race, etc. In making these comments, he strategically places his work in well-seen places that viewers will notice in passing. Spray paint allows artists to easily carry their medium in their back pocket. It's spraying abilities allow artists to work fast, covering large amounts of surface area quickly. By creating works in unexpected places, artists are bringing art to the forefront of everyone's lives. They are making what is typically overlooked looked at. It is making passerbys lift up their heads and pause to see what is before them.
