In 1863, the Union was able to find an opening to take over the Mississippi River during the Siege of Vicksburg and succeeded. By gaining control over the whole Mississippi River, the Confederacy was split in half.

In the cartoon, the snake represents the area the Union was patrolling when blocking the South's ports. Six boats are relatively close to the Mississippi River, revealing it is one of the South's major port. The route shown by the snake is used in the Anaconda Plan as the Union patrolled the East Coast from Virginia to Florida, and the Gulf Coast from Florida to Texas. Within those territories lies Mississippi and therefore the Mississippi River.
4a) briefly explain why ONE of the following best supports the view that Lincoln was one of the most democratic and also one of the most autocratic of presidents (emancipation proclamation)
On January 1, 1863, President Abraham Lincoln issued the Emancipation Proclamation to encourage blacks to join the war effort and fight for the Union as a whole, revealing democratic leadership. In the Proclamation, he declared "that all persons held as slaves" within the rebellious states "are, and henceforward shall be free." His statement is rewarding and encouraging to blacks which follows a democratic leadership as people are encouraged and rewarded for good deeds.
4b) contrast your choice against ONE of the other options, demonstrating why that option is not as good as your choice (habeas corpus)
President Abraham Lincoln suspended the writ of Habeas Corpus on May 28, 1861 all by himself, revealing autocratic behavior. He did not have the authority to suspend the writ but it he did it anyway to give military authorities the necessary powers to silence rebels. This suspension allowed military authorities to report to unlawful treatment when needed.

The cartoon reveals Scott's Great Snake which is another name for the Anaconda Plan which was proposed by Union General Winfield Scott. This plan consisted of a naval blockade of the South's major ports and taking over the Mississippi River. The naval blockade was patrolled from Virginia to Florida (East Coast) and Florida to Texas (Gulf Coast). At the Siege of Vicksburg, Mississippi, the Union was able to find an opening and complete this part of the Anaconda Plan.
