OLAW and the Health Research Extension Act
• According to PHS Policy and the Guide: - Definition of animal: Any vertebrate animal (warm- or cold-blooded) • HREA (PHS Policy and the Guide) applies to all federally funded animal research (i.e., NIH and National Research Institutes). • Office of Laboratory Animal Welfare (OLAW) is responsible for administration of the PHS Policy • Monitored by annual reports to OLAW • Additional monitoring requirements depend on whether the Institution is a Category I or a Category II Institution
USDA and the Animal Welfare Act
• Animal Welfare Act (AWA) of 1966 • Definition of animal: Warm-blooded vertebrates, except mice (Mus), Rats (Rattus), and Birds • Applies to all research on USDA species • Regulated by US Dept. of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Animal Care • Monitored by annual reports and unannounced annual inspections by a USDA Veterinary Medical Officer
Vanderbilt Animal Care and Use Program
• Category I Institution - Accredited by AAALAC since 1967 • At Vanderbilt, all animal research, regardless of species or funding source, must comply with AWA rules/regulations and HREA guidelines ( PHS Policy and the "Guide") and any applicable federal, state, local laws and institutional policies • Reports annually to AAALAC, OLAW, and USDA • Has annual unannounced inspections from the USDA • Has triennial scheduled site visits by AAALAC (next site visit: March 7-9, 2017)

• Health Research Extension Act (HREA) of 1985 - Provides statutory mandate for the Public Health Service Policy on Humane Care and Use of Laboratory Animals (PHS Policy) • PHS Policy requires institutions to follow the Guide for the Care and Use of Laboratory Animals (the "Guide")
The 3 Rs -Ethical considerations in Animal research
• The Three R's of Humane Animal Research - Replacement - Can the animal model be replaced by another model (simulation), or a less sentient animal (invertebrates such as worms)? - Reduction - Is the number of animals involved the minimum number possible without loss of useful information? - Refinement - Is the experiment designed to reduce any pain, stress or distress that the animals may experience?
