AFMAN 24-204
-Primary preparation and certification authority for hazardous materials transported by military airlift. -Hazardous materials may only be certified for airlift by personnel trained IAW AFMAN 24-204 and designated in writing by the installation or activity commander -Appointed personnel/preparers certify that hazardous materials are properly classified, described, packaged, marked and labeled, and are in proper condition for military airlift
Chapter 3 Fuel in Tank Limits
-Vehicle fuel level will not exceed 3/4 tank capacity when placed on cargo floor and 1/2 full tank on cargo ramp -Engine powered wheel support equipment will not exceed 1/2 full tank -Engine powered ground support equipment (non-wheeled) must be drained, but no purging is required -Boats and other watercraft may be 3/4 full
Deviations
-When deviation approved the passenger manifest will be annotated with a statement stating so. -Deviation requirements do not apply to gaurds, couriers, technical escorts responsible for cargo, maintenance personnel assigned to support the aircraft, duty passengers with P4 coded cargo
Briefings
Aircraft Commander and/or designated crewmember must be briefed at the base of departure concerning onboard hazardous materials
Carriage of HAZMAT by PAX
Alcoholic beverages not exceeding 70% by volume and in containers less than 5 liters, packaged small arms cartridges (Class 1.4s) up to 19.1 mm not to exceed 11 pounds are authorized to bring aboard.
Overboard Venting of Cryogenic Liquid Storage and Transfer Tanks
All cryogenic liquid storage and transfer tanks must be vented overboard during transport. Shipper provides specific info and the equipment needed to vent overboard. Air terminal personnel and aircraft loadmasters are not qualified to make the hookup
Application of Chapter 3
Allows for some relaxation of the requirements for preparing, packing, and certification of hazardous materials during Tactical, Contingency or Emergency operations
