Explain why there is a difference in the horsepower developed in walking and running up the flight of stairs.

Horse power is measuring how much is takes to do an action. So when you spend less time running than walking a distance, the power is greater, and therefore the horse power for running is greater than the horse power for walking.

Could the horse power developed by a slower moving student ever be greater than the horse power developed by a faster moving student? Explain.

Yes. Because horse power is affected by work, which is influenced by 2 factors, weight and height. So if a heavier student is going at a slower pace than a lighter student who is going at a faster pace, the work done will be bigger for the heavier student and thus have more horse power.

Is there some limit to the height of the flight of stairs used and the horse power developed? Explain.

Yes. Because the more times you climb the flight of stairs, the more fatigue you get, and resulting with lesser horse power.
