It also symbolizes the beauty of the love Julia and Winston have found even though it is forbidden in Oceania. Just like the glass surrounding the paperweight Julia and Winston are vulnerable. When the thought police come to take them due to how obvious they made their love, they throw the paperweight and it shatters across the room. This foreshadows what will become of Julia and Winston's relationship.
